INT MCU SLIGHT ZOOM-IN Congressman Claude Pepper comments about the tragedy at the Attica riot and why it occurred. The congressman states, "The official chair has given us a recitation of what has occurred. General problems that were here leading up to the time of the recent tragedy, including the problems of the management and the authorities trying to conduct these institutions with a shortage of money and sometimes inadequate facilities, not adequate personnel or numbers and long effort in respect to these negotiations and finally the failure of the negotiations and the tragic climax of the whole episode." Attica was the site of prison riot where thirty-nine people died. Twenty-nine were convicts and ten were guards held hostage. The riot apparently happened because the inmates were apparently treated unfairly and the living conditions were very poor.
