Speaker Paul Ryan says Congress Legislating Again

During a weekly press conference, House Speaker Paul Ryan of Wisconsin tells a reporter asking about the ticket items such as tax reform that there is currently a president who does not want to lower tax rates on individuals and small businesses, not knowing what else to say other than he does not have the votes to override a veto, calling tax reform one is the crown jewels in an agenda to revive the economy. Ryan says that the Congress has passed a lot of things, such as a highway bill, an education bill and a rewrite of customs laws. Asked about military funding, Ryan defers to leaders on the House Armed Services Committee, adding that from discussions with Wisconsin Senator Ron Johnson they feel that the Senate is actually legislating, adding that regular order was never perfect order, and while he does not have the votes, he still wants to pass a budget.
